The green represents the forests of Livonia, the white represents the snow that covers the region in winter, and the blue represents the Baltic Sea. The flag was first adopted in 1918 and was used by the Republic of Livonia until its annexation by the Soviet Union in 1940. The flag was readopted in 1990 after the collapse of the Soviet Union and is now used by the Republic of Latvia.
